The Monroe Doctrine created in 1823 was a passive policy, but by the 20th century the United States of America became more confident to act as a policeman for all the Latin American countries.In the 1900's the crisis between Venezuela and its creditors went to such a point that President Roosevelt became concerned that Venezuela could be a soft target for European Invasion. this led to stricter Monroe Doctrine.
