first change the 9.2 to standard form. which is

92 \times  {10}^{ - 1}

now the whole equation becomes

(92 \times  {10}^{ - 1}  \times  {10}^{ - 5} ) \times (4 \times  {10}^{ - 3} )

= 92 \times 4 \times  {10}^{ - 1  +  5 - 3}

= 368 \times  {10}^{1}

= 3.68 \times  {10}^{2 + 1}

= 3.68 \times  {10}^{3}
