Let us say the unknown number is x.

$\frac{28}{100} = \frac{x}{10} + \frac{8}{100}$

In case of addition of fractions , we have to find least common denominator.

Least common denominator of 10 and 100 is 100.

Taking lcd,

$\frac{28}{100} = \frac{10x+8}{100}$

Cancelling 100 on both sides,

$28=10x+8$

subtracting 8 from both sides,

$28-8=10x+8-8$

10x=20

x=2

Answer : x=2
