1. The Second Continental Congress was a convention of delegates from the Thirteen Colonies that started meeting spring of 1775, in Philadelphia, Pennsylvania. The First Continental Congress some which met between september 5, 1774 and October 26, 1774, also in Philadelphia. 

2. I think he represented Pennsylvania. Even thought he was born in Massachusetts he spent most of his life in Pennsylvania.
