The reason behind fertile land being 2nd is because you need a place where you could grow your food, which is also mandatory for you to live. The reason i choose near a forest in 3rd place is because a forest would provide you with a lot of animals for food, herbs, and wood for firewood and to build your houses. The reason behind friendly neighbors being 4th is because you wouldnt want to live near savages or anyone that would want to take over your house or do you any harm. The reason behind mild climate being 5th is that who wouldnt want normal temperatures. The reason behind 6th thing being near a river or ocean is so that you could spice your meals up with some sea food. The reason that is choose an area suitable for defense or spotting enemies last is that you could always build a wall around your land and you probably have friendly neighbors.
