During the Pax Mongolica the Mongols managed to make the trade and travel safe through the Silk Road. Some of their rulers were promoting nice relations with the other states. But also they have started a war with Japan which ended with great loses for them and contributed to weakening their Empire.
They were interested in reading, and wanted to learn, regardless the rules.
