Germany used this and the Zimmermann Telegram to eventually draw the United States into the war.  The Zimmermann Telegram was a secret diplomatic communication that said Germany and Mexico were in an alliance.  Unrestricted submarine warfare is where submarines would sink vessels without warning, instead of following the cruiser rules.
