It was because the CIA believed that Fidel Castro's regime would prove to be a hazard to the regional dominance of the United States and that he may also help Russia in its anti-American activities.

Later, many presidents of America tried to unite both the nations during Cold War.

Not only is it not efficient but also the general population often does not possess enough knowledge. That's why we have electoral college votes in USA because the people are not trusted.
