The place value chart is shown in the attached image.

From this chart, we can note that the number in the tens position has only one digit after is.
Since a zero in the leftmost side of a number is has no significance, therefore, we will need to add number(s) before the zero, however, only one number will come after it.

<u><em>Examples:</em></u>
102 ........> 1 is in hundreds position
                  0 is in tens position
                  2 is in ones position

3109 ......> 3 is in thousands position
                  1 is in hundreds position
                  0 is in tens position
                  9 is in ones position

To draw these, you can simply fill the place value chart with the corresponding digit

Think of any whole numbers (positive or negative numbers without decimals or fraction) that the second digit from the back is 0

For example: 

506 ⇒ Here we have 5 hundred and 6 units but 0 tens
4508 ⇒ Here we have 4 thousand, 5 hundred and 8 units but 0 tens
98409 ⇒ Here we have 9 ten-thousand, 8 thousand, 4 hundred and 9 units but 0 tens
