Why does God make people with disabilities why doesn't he give people the same chances at life

Maybe because he wants the people with disabilities to become stronger human beings and often times they are the happiest people you meet, possibly it's to prove to people without disabilities that these people are a lot stronger and you should learn to live your life as happy as they do.
