The correct answer is "included whether the national government could charter a bank."

In McCullough vs. Maryland, the Second National Bank of the United States was located in Maryland. Maryland, at the time, passed legislation to put a tax on banks. McCullough (who worked at the National Bank) refused to pay this tax. The state of Maryland then took up this case and ruled that the national government did not have the power to create a national bank because it was not written in the Constitution. This case was then brought to the Supreme Court.

Maryland issued a tax on the national bank and McCulloch refused to pay the tax. Maryland contested they could tax the bank because there was no constitutional base for the bank. 

The Supreme Court unanimously decided with McCulloch and stated a state could not tax a federal entity. They again stated the federal government could have a national bank as it fell under the necessary and proper clause. </span>

In my Opinion as support by facts

The first one is that they were well armed and organized. The Colonist was well regulated in their militias and were able to repel invasions and tyrannical moves by the British Empire. 

They had great leadership, patriots, and philosophy. George Washington, John Stark, John Pual Jones, Ethan Allen, Pual Revere just to name a few of American Leaders, let alone the countless amount of brave men who stood against the most powerful nation in the world at that time.
These men followed the philosophy to the likings of John Locke, as well as the Sons of Liberty.

They had French Support. The French allied with the Americans and gave full military support. So much so that large portraits of the French King and Queen were put inside Congress Hall as a sign of respect and gratitude for the French.

He vetoed it for various reasons. For starters, he believed that it was a thing up to individual states and that it infringed on the states right to choose. Another reason was that he believed that such beneficial extension would not make people equal, but rather it would be racist towards the white people. His main argument, however, was that the bill would have a certain group gain rights that they are not entitled to, while a large part of the states does not even have representation in the congress, and that the congress needs to be enlarged first.
