They can also do so by abolishing unreasonable laws and ensuring business friendly taxes are set. It’s also the duty of the state and local government in protecting the properties of business and those of its workers too which will enable other businesses want to do business in the area due to the peaceful nature of the environment.

This is a bit complicated:

Cuba was under Fulgencio Batista's reign by the time of Castro's rise. Cuba was a capitalist country at that point that was basically the US' puppet. Fidel Castro and his "guerrillas" were obviously against the system that was being employed for many reasons. I believe one of the main reasons was that Batista's Cuba was a corrupt one. There were many under-the-books assassinations just because they were a threat to Batista, etc. Overall, Cuba was a very corrupt and injust country at that point and that is why Fidel decided to fight against it, beginning with the "27 de julio movement" alongside Ernesto "Ché" Guevara.

El 25 de mayo de 1810 es la fecha patria mas importante de la historia de la República Argentina, pues en dicha fecha se conformó el primer gobierno patrio, iniciando la Revolución de Mayo que comenzó el proceso independentista del entonces Virreinato del Río de la Plata, el cual culminó el 9 de julio de 1816 con la independencia de las Provincias Unidas del Río de la Plata, hoy en día Argentina.

En esta fecha, patriotas rioplatenses depusieron al gobierno de la corona española comandado por el Virrey Cisneros, estableciendo una junta de gobierno criolla a cargo de Cornelio Saavedra y dando inicio a la Guerra de Independencia de Argentina.

There are so many steps because they need to see if the law is good and worth passing and won't infringe on people' rights. The positives of this process is that they will have time to analyze the law and see the pros and cons. Civilians will also be able to weigh in on the law. The negatives are that even if the law needs to be passed quickly, it can't, because it needs to go through each step.
