After a bill is submitted it is assigned to a specialized committee which is in charge of debating its content. If the bill is passed by the committee, it will go to the Senate for a hearing. If it gets the necessary votes and is passed by the Senate, it will then be passed to the House of Representatives for the same process to executed. After both Houses pass it, it is submitted to the President's bureau in order to get the approval and signature from the President and be turned into a Law.

The Federal housing programs discriminates by refusing to considered black for the scheme and had to pay more for the housing.

The federal housing programs was a federal scheme which is established to assist the low-income families, elderly and disabled to own a property in the U.S.

There are cases of discrimination alleged on the Federal housing programs before the 20th Century where they refused to considered black for the scheme and had to pay more for the housing.

However, the Fair Housing Act 1968 to enacted to address the issue on discrimination concerning the sale, rental and financing of housing based color, origin etc
