Even though the Emancipation Proclamation did NOT free any slaves in the border states, it did result in a mass movement of these slaves to Union states. This is due to the fact that Lincoln and the Union army would now accept former slaves/African-Americans in general into their military. This would be the first time that the Union ever organized military units in which all members were African-Americans. These individuals saw this as an opportunity to fight for their freedom from the oppressive institution of slavery.

As soon as the Confederate government didn't have charge over the slave state, The slaves opted to escape by running across Union lines or by opting through the advancement of federal troops. Because of this very executive order, The slaves were free and the slaves who were remaining and whose areas were not the part of that revolt were freed when the states took the action. Initially President <u>Lincoln used to think that he had no authority to have his say on the matters of slavery as he thought that slavery was a state issue.
