We could go into calculating the area of the circle using the information we have, but I think this question just wants us to eyeball it.

Does each quadrant of the circle look like it's taking up more than half, or less than half of each square?

Probably looks like more doesn't it.

Which means that there's at least more than 2 square units being taken up by this square.

It also means that it's taking up less than 4 square units, since each square is not being filled up.

Is it more or less than 3?

It's really depends on the perspective on whoever looks at it, but to me personally, it looks like it's more than 3 units long.

Why? Because the two triangles are both right triangles and they both have another angle that is the same (as indicated by the circle fragment on the picture). That means that the last angle will be the same. Triangles are similar when they have the same angles but don't have to have the same lengths.  

If the triangles are similar, the side lengths are in ratios. You are given the length of the side that corresponds with the third angle, which are 4 and 15. So the ratio of the lengths of the small to large triangle is 4:15. You are given another length (Height of Annie's eyes), which is 5. This can help you find the height of the house.  

Let x=height of the house. 
So 4/15 = 5/x 
4x=5*15=75 
x=75/4 
x=18.75 ft
