1865 is when slavery ended because the Acts and Emancipation Proclamation in 1863, the war effectively ended slavery, even before ratification of the Thirteenth Amendment in December 1865 formally ended the legal institution throughout the United States.

It consisted of six constitutional amendments. It was introduced in 1860 and it had popularity between Southern members of Senate but president Abraham Lincoln opposed the compromise and both of the House of Representatives and the Senate rejected it.</em>
