If you are between the options A) Inglis believes that peace and reconciliation are not possible in South Africa; B) Inglis thinks that reconciliation will not be possible until a new generation takes control in South Africa; or C) Inglis believes that peace and reconciliation will be difficult to achieve, but are still possible, then ans answer is C.

Inglis does have the hope that South Africa can reconciliate again, therefore option A is not the asnwer. This also rules out option B, as Inglis does believe that reconciliation is posible without the need to wait until a new generation takes over.

There are some differences betwee summarizing and quoting. Summarizing: doesn't match the source word for word, presents a broad overview, so is usually much shorter than the original text, involves putting the main idea/ideas into your own words, but including only the  main point, must be attributed to the original source. Quoting: match the source word for word, must be attributed to the original source, appear between quotation marks, are usually a brief segment of the text. So, as for me, summarizing is not really useful alternative to quoting.
