Basically, the Anti-Federalists, or the Democratic Republicans (NOT THE POLITICAL PARTIES KNOWN TODAY), desired certain and undeniable rights for all people so that a Federalist government could not control its citizens just as the British Monarchy did to them pre-revolutionary era

Because of the vital work completed by the women during the war and politicians became sympathetic to their cause and allowed them to vote.
