Medical asepsis is the clean technique which is adopted so that the microorganisms may not infect or spread to the most vulnerable parts.
Surgical asepsis requires complete sterility, i.e., the absence of microorganisms. Every tool used for the surgery must be sterile, and if it comes into the contact with anything that is not sterile, then it should not be used. 
Medical asepsis includes handwashing.
Surgical asepsis includes autoclaving of surgical tools, before use.

Not washing the hands and touching any surgical tools will increase the chances of infections.
Using unsterilized tools may spread the infection.
