The answer is frontal lobe. The frontal lobe is placed at the front of the brain, is the biggest of the four major lobes of the cerebral cortex in the mammalian brain. The frontal lobe is located at the front of each cerebral hemisphere and positioned in front of the parietal lobe and above and in front of the temporal lobe.  The frontal lobe plays a big part in voluntary movement.  The function of the frontal lobe includes the capability to plan future consequences resulting from present actions, the choice between good and bad actions, the override and suppression of socially intolerable responses, and the determination of similarities and differences between things or events.

The issue of the import tariffs was not implemented by Wilson. Instead the president that was in charge of this reform was president Roosevelt which was signed in the year 1934 as the Reciprocal Trade Agreements Act.
