Explanation:

The Articles of Confederation was the United States' first constitution. It is known for being very weak and giving little to no power to the federal government.

The government could not tax the states, create and enforce laws properly, draft soldiers, regulate trade, and other important processes. This eventually led people to believe that the Articles of Confederation was hurting the country and needed to be revised, these people were called Federalists. On the other hand, the people who wanted to keep the Articles of Confederation and did not want the government to have power were called Anti-Federalists.

With the Articles of Confederation, the Congress really only had one success, this was the Northwest Ordinance, which was passed in 1787. This meant that the Northwest territories would be split and would set guidelines for forming new states.
