Primarily speaking, the Address's purpose was to dedicate a plot of land to the fallen soldiers, i.e. the soldiers who died fighting in the Civil War to maintain America united. Chapman suggested Washington for a role as an administrator of a new academy for African Americans in Tuskegee, Alabama. It was called the Tuskegee Normal and Industrial Institute.

Wrieters on white collar crime generally believe that there is no single definition can be used to describe white collar crimes.
This type of crime is not violence motivated but most commonly done to obtain some sort of financial gain. But their actions could be done with a wide variety of ways and really hard to detect.
