Likewise, the exception clause in the Constitution grants Congress the power to make exceptions to the constitutionally defined appellate jurisdiction of the Supreme Court. Congress can also propose amendments to the Constitution that would effectively make a Supreme Court decision moot.  Finally, the Supreme Court can overturn an  unconstitutional law passed by Congress.
