The photograph of President Obama illustrated that he was doing the role as a chief citizen. As the chief citizen, it is the President's job to represent the people and work for the public interest. Since he is the President, he automatically gets the role as a chief citizen, and will represent the citizens. It's the President's job to get the trust in the citizens, and if he doesn't accomplish that, it'll ruin his reputation.

Also, education became more important during the Progressive era, even though children were still hired for work they also went to school more.
