In the first paragraph, the author limits to describe the facts, describing the injuries and the actions commited by Santiego Lopez and the league. In this way the reader (us) will take all that information and decide wether the league is righ or wrong.

In the second paragraph the author already did that job for us. He has taken one side, he uses judment and emotions to influence us. "The league actions are disappointing and irresponsable" is a clear example of subjective languaje, as we can see, the authors point of view is against the league.
