The Due Process Clause is related to the administration of justice in the US and states that every suspect is entitled to a fair trial before prosecution. In order to qualify as a fair trial, it needs to follow certainf regulations that are specified several pieces of US federal legislation.

Escobe v. Illinois was a landmark decisions enacted by the US Supreme Court in 1964, which considered that the provisions included in the Sixth Amendment to the US Constitution had been violated because the suspect was not permitted to exercise the right of being counseled by an attorney during police interrogations.

Also, Gideon v. Wainwright is another landmark US Supreme Court decision enacted in 1963. It established that the states must provide a public defender to criminal defendants who are unable to afford an attorney by themselves, in trials where the suspect faces the possibility of imprisonment.

These two regions were singled out because many Americans held the perception that individuals from southern and eastern Europe could not be assimilated properly into the culture of the United States. There are several reasons to support this. Back in the 1950's and 60's, the high unemployment rate equated to high Democratic backing. The democratic backing rose significantly as more and more issues surfaced. State Legislation which were controlled by the democrats redrew congressional district maps.
This made it difficult for the Republicans to win House seats. Up until the 90's till today, it is evident that democrats tend to do better in low-turnout districts as compared to the republicans who tend to do well in high-turnout district and thus, dominate congress. According to very many political science evidence, till date, suggest that electoral system has no partisan bias.
