This is about censorship or suppressing someone's voice of what they want to say.  Silent voices - they want the voices to be silenced so they cannot spread their message any longer.  

Explanation:

Think of the example of the children who are immigrants at this time and locked away from their parents......we do not hear from them- they are silenced.  It is also hard to get NEWS about immigration problems right now.  The current virus and politics are taking over and we are forgetting about children who need to be with their parents.
