It had a failing economy, damaged infrastructure, problems like overpopulation, poverty and a lack of sanitation. Plus, due to the civil war, the Roman legions had been bloated up. When Augustus took power, there were around 60 legions in total. This placed an immense strain on the already deteriorating Roman economy. And plus, due to the Marian reforms, the legions had become loyal to the general rather than to the Senate, which is what allowed the civil wars to take place.
