r = \sqrt{ (0-1)^{2}+(1-3)^{2}}\\r=\sqrt{1^{2} +(-2)^{2}}\\r=\sqrt{1+4}\\r=\sqrt{5}

Substituting this values of the centre and radius of the circle into the general equation of a circle we have:

(x-1)^{2}+(y-3)^{2}  = (\sqrt{5}) ^{2}\\(x-1)^{2}+(y-3)^{2}  = 5

This gives the required equation of the circle.
