Answer:

I do not see any choices, but I hope that this helps you.  You have to remember that Government can do ONLY what the people give it authority to do.  This was instituted to prevent tyranny.  The United States Constitution gives the government the power on behalf of the PEOPLE.

Explanation

There also had to be a way to provide changes to the constitution as the country changes.  That is why there is the amendment process.
