On the left triangle you are given the angle measurements of 16 and 14.  On the right triangle you are given 24 which corresponds to 16.  Meaning that it is 8 unit lengths larger then 16.  While 14 corresponds with the ?, assuming the same ratio the ? would = 21.  So A.

24-16=8
21-14=7

The answer would be A, 21.  This is because 16 is 2/3 of 24 and 14 is 2/3 of 21
