When a person moves to high altitude, they adapt to the lack of oxygen by increasing their red blood count and the process is called acclimatization. The lack of oxygen is monitored by the peripheral chemoreceptors,  that increases ventilation. The body starts producing red blood cells (RBC) in order to resist the lower oxygen saturation in blood in high altitudes.

That is why, people living in high altitudes have higher red blood cells count in comparison to people living in cities or plain areas.
