Andrew Johnson had problems getting his reconstruction plans to pass, because of the radical republicans. Some republicans agreed with Johnson, some wanted the readmission of all the southern states AND the Freedmen Act. The radical republicans saw the southern states as conquered territory, and wanted to reform the laws so that African-Americans had equal rights.
