I agree. While helping others with their problems, it really opens your eyes as to how good you really have it most of the time. As the saying goes, "you could always have it worse".
As long as you can back you thesis statement up, it can be almost anything, some of my ideas are:
The art program is not getting enough funding. (You can be as simple as you think you can get your point across)
The art program has not been doing well, (Add reasons why)
It means to write what someone else has wrote, or to write it similar and you have to use quotation marks when using someones words
