Which is

20 + 30 (half an hour) + 15

= 65 minutes

You need to take the estimate and add the VAT.  Then take this total cost and divide it by 12 to solve for the monthly payment needed...

(1450)(105/100)/12=126.875  

Clearly, a monthly payment of 130 is enough to cover the yearly cost.
