Roosevelt persuaded Congress to allow the sale of military supplies to allies like France and Britain on a cash and carry basis. They had to pay cash for American made supplies, and then transport the supplies on their own ships

Nevertheless, they were other major causes of the decline of the empire such as: corruption the rise of the eastern empire, overexpansion. When the Germanic tribes’ migrations and wars added to the list the Empire could not stand longer. In 476, the Germanic leader Odoacer staged a revolt and deposed the Emperor Romulus Augustulus. From then on, no Roman emperor would ever again rule from a post in Italy, leading many to cite 476 as the year the Western Empire suffered its deathblow.
