Explanation:

The reason why I say no is because it is possible to be kind as a leader while being effective. It is hard to say because sometimes you can't be the nicest in order to make a decision that is good for your country, yet at least if you stopped being a leader or something happened you would be known to be kind and not effective but mean.

The peer intervention that is least likely to be helpful to troubled teens is moving them to a new school so that they are separated from their at-risk peers.

While it make be a temporary fix, it does not resolve the problem troubled teens are facing.
