The states had different civil jury practices, and the federal courts were new. The United States Supreme Court announced a solution. Ironically, to protect itself the Chinese opened relations with the

Later on, China though communist started economic reforms that were
capitalists in nature. The USSR later
collapse and Russia became a democratic country and adopted capitalist reforms.
