Answer:

In the event of a natural catastrophe of this magnitude, the American presidential system would be more effective than the Canadian parliamentary system in resolving the issues quickly and efficiently. This is due to the fact that in presidential systems the president has a greater margin of action to, through Executive Orders, promptly promote government actions. Although these must then be approved by Congress, at first they serve to overcome the initial crisis and allow a rapid response to the emergency. On the other hand, parliamentary systems require the agreement of parliament, which can in certain cases slow down the possibility of action by the Prime Minister, who must wait for the authorization of the parliament to carry out any type of action.

The war on drugs was initiated by Nixon when America was in a terrifying situation over the widespread drug use. Especially during the 1960's the 'counterculture' movement period, the drugs had become more popular in public. Then the Americans realized that the drug use was a serious threat to the country and it's moral.  The ''Office of National Drug Control Policy'' (ONDCP) was started by former President Nixon who initiated the “war on drugs”. The “Office of National Drug Control” (ONDCP) took responsibility<em> to reduce the use, trafficking and manufacturing of illicit drugs and drug-related health issues, consequences, crimes and violence by building, executing and estimating U.S. 'drug control policies' on “war on drugs.” </em>
