I'm attaching a picture. The lower right quadrant/quarter is where x is positive and y is negative. When you "reflect over the y axis" it's mirroring the position by flipping it above the y axis.

In my picture, I used the example of a filled in dot in the lower right quadrant at +2 x, and -2 y. Right above that, in the upper right quadrant, there's an unfilled circle at +2 x, and +2 y. The second point is the first after being "reflected over the y axis." X stays the same, but the y goes from negative to positive.
