The voices here refers to the voice of individuality, which we hear in solitude. Hence, as we enter the world the voices blend. True, students can learn foreign language on their own with the amount of resources we have in our phones, laptops, etc. But, teachers are also incredibly useful by giving workbooks, worksheets, quizzes and also being there to help pronunciation of the language, and it helps by having a real person for students to talk to.
