The House of Representative is basically the chamber that is the lowermost in Congress. The State's population plays an integral role in representation as the number of representatives depends on the population i.e, the greater the population, the more the representation. The members have to face reelection after every two years owing to their limited tenure of a two year term. While the Congress's upper chamber is the Senate. In the case of the Senate, no matter what the population is, the number of representatives remain fixed in the sense that there are two representatives from every state. The total number of senators are 100. Unlike the House of Representatives, the Senators serve for a total term of six years and one-third of them face reelection after two years.  

When it comes to matters such as debate procedures, they are formal in the House of representatives unlike the Senate. The Senate and the House of Representatives are vested with varied powers (both implicit and explicit) as specified in the Constitution. While the Senate needs unanimous consent, the House of Representatives doesn't.
