Answer:

From the right to bear arms to the ability/opportunity to bear arms.

Explanation:

Second amendment of United States granted citizens a right to own firearms.

The  word 'Right' indicate that  that it cannot be taken away by the government under any circumstances.

The problem is that not all people have the proper mental capacity to own fire arms.  Some people are mentally unstable and heavily too temperamental. If we let "all" citizens to bear arms, we provide the opportunity for this type of people to misused the weapon.

So, I believed the wording in 2nd amendment should be changed from right to ability/opportunity. It provide a room for government to create an psychological evaluation for the people before purchasing firearms.

Southerners feared the revolts; they separated families and broke tight bonds. Throughout the South, fear was put to a place where the slaves outnumbered the free people. A revolt would destroy the economy, (reliant on slave labor), and had a high chance of resulting in violence.
