I believe the answer is C) federal government intervention in the former Confederate states in order to monitor the treatment of former slaves. 
Reconstruction took place in the United States during the time after the Civil War. It was a time when the former Confederate states were trying to adjust to a new lifestyle since their way of life was changed completely by the Emancipation Proclamation.
