Each state would have one vote regardless of their
size. This plan was presented because it
oppose the Virginia Plan where the smaller states would not be
well-represented. It also had features
from the Article of Confederation where the states were independent bodies and
will continue to be so.
That the sales went more towards the trade of Britain since the blockade did not allow Germany traders to leader or merchant ship to leave. Especially also the income of foreign traders to enter. So they went to the British for trade goods.
