He also did not modernize the economy he just made the government produce more of it.

In the Jungle Book, Shere Khan fears fire, so the answer can't be D. As well, light and heat are good things, so it can't be B and lastly, the animals can die in more ways than fire, so it isn't A. They fear fire because fire belongs to man, thus C is the correct answer.
