During the administration of President George Washington in 1791. Washington sought the advice of Thomas Jefferson who at the time was Secretary of the State.
Jefferson made three claims regarding why he believes the National Bank of the United States would be unconstitutional. Here are the claims:
1. The National bank would aid individuals and small farmers.
2. The National Bank would take on powers not approved of to the federal government by the States
3. It would also infringe on the Tenth Amendment and the laws of Mortmain, Alienage.
The Viceroy to the King are similar to the Vice President to the President. Viceroys did the will of the king, protected his territories, and worked to gain wealth for the crown
