The answer is C because if they charge the additional fee of 0.17 for each text they would be multiplying 0.17 for each time then adding on 23.86

Answer: It's C believe me

Explanation: x goes on the number that will be in this case 0.17 since it changes monthly or whatever. Then it's telling you that they already charge him 23.86 dollars so you just add it and of course 28.11 it's the total. Sry if it make sense.
