What is the pre-sentence investigation?

A presentence investigation report (PSIR), which is a legal document, summarizes the results of an investigation into the "legal and social history" of a criminal defendant before sentencing to ascertain whether there are any mitigating factors that should affect the harshness or leniency of a punishment.
U.S. probation and pretrial services officers and officer assistants:
- Offer services that safeguard the community,
- Assist federal courts in ensuring the impartial administration of justice,
- Inquire into and oversee individuals accused of and found guilty of offenses against the U.S.
The presentence investigation report will serve as the court's major tool for decision-making in this case. US Probation Officers are in charge of completing these reports.

Booker T. Washington and W.E.B. DuBois were two important leaders of the Black community in the United States. However, they each had very different opinions about the role of the African community, and on how equality could be achieved.
Booker T. Washington believed that the Black community needed to adopt a philosophy of self-help, racial solidarity and accomodation. He believed that African Americans had the duty to educate themselves and improve their livelihood in order to be taken seriously by white Americans. On the other hand, W.E.B. DuBois believed that this approach only put an extra burden on black people, while ignoring the responsibilities of whites. He argued that social change had to come through political change, and advocated political action.
I believe that their differences were as substantial as the friction between their followers. The two men had very different opinions about race and advancement. Moreover, I believe that the opinions of Booker T. Washington were more suited to the temper of the times as he took a more positive view of white people and a more negative view of conflict and political activism.
The correct answer is true. It is because with immoral living, an individual likely does things that violates the law or do things that are considered to be wrong as one doesn't know to differentiate what is right and wrong, by this, it is likely that the person doesn't know what is right or what is true that may lead him or her to formulate false doctrine.
