in holding together federation states are formed on the basis of different cirteria such as language,culture etc and all the states have not equal power every state don't have equal shares in legislature some state have special prevelages such as Jammu and Kashmir
Nullification means to veto or remove and the state senate could form and state law to boycott the federal goverments law but that veto could overruled by the supreme court.
